The 4% number that confused me for way longer than it should have
When I first looked up “New York sales tax rate,” I saw 4% and assumed that was roughly what I’d be charging clients based there. Then I actually checked a receipt from a New York City purchase and it showed 8.875%. That gap — more than double the state rate — is what made me realize New York’s system works completely differently from a flat statewide number.
How New York sales tax actually works
New York’s base state rate is genuinely just 4% — one of the lower state-level rates in the country. But almost nowhere in New York do you actually pay just 4%, because counties and New York City itself layer substantial local tax on top.

- County and city add-ons — variable. Most counties add somewhere around 3–4.75% on top. New York City specifically combines to 8.875% total once state, city, and a small transit surcharge are included.
The New York State Department of Taxation and Finance administers this and publishes exact combined rates by county and city.
Real example: A $200 purchase at the base 4% state rate alone would be $208. That same $200 purchase in New York City, at the real combined 8.875% rate, comes to $217.75 — nearly double the tax you’d expect from the state rate alone.
